The SAFER Thursday week 40 is hosted by Giulio Bianchi Piccinini, SAFER’s competence network leader for Human Behaviour! The theme this week is E-scooters and Giulio has invited Katrine Karlsen from TÖI who will present a recent survey of both riders and non-riders in Norway. We also welcome Voi Technology as a new SAFER partner.

In August SAFER welcomed another new partner, Voi Technology! Voi provides shared electric scooters in more than 70 cities in Europe and aim to collaborate with us for increased safety in the field of micromobility. This presentation will give us an introduction to the company and how they aim to contribute to our joint research activities and towards SAFER’s vision, that all road users should travel safely in the transport system. 

The Trouble With E-Scooters – learnings from Norway

E-scooters are viewed as a practical, fast and fun way to travel and shared e-scooters are immensely popular. However, e-scooters also come with certain drawbacks. I will present the some of TØIs findings over the past couple of years, with a particular focus on a 2020 survey of both riders and non-riders in Norway. Non-riders report feeling unsafe when they are passed by e-scooter riders, as well as being frustrated or hindered by wrongly parked e-scooters. And while 37 percent of the riders report having had a near-miss, almost three-fourths of the non-riders report having had a near-miss with an e-scooter rider. However, most accidents involve only the e-scooter rider. 

Many riders point to an uneven or slippery surface as the reason for the accident. But alcohol is also an important factor. When asked about the last month, 43 percent of e-scooter riders in the survey said they had ridden while under the influence of alcohol at least once. Almost all had ridden at least once without a helmet, and more than half say they almost always do. 

New regulations for e-scooters are coming into effect in Norway, particularly in Oslo, and TØI will study the effects of these regulations in an ongoing research project.
