The SAFER Thursday seminar week 12 is all about Vision Zero. Matteo Rizzi, Vision Zero academy leader at SAFER and road safety analyst at the Swedish Transport Administration will present national targets towards 2030. Ann-Catrin Kristianssen from Örebro University will talk about local implementation of Vision Zero and a recent survey of the road safety work and structures in Swedish municipalities.

Vision Zero – how do meet the national road safety targets for 2030?

In 2020, the Swedish government decided on a new target for road safety for 2030, which means halving the number of fatalities in road traffic accidents from 266 to a maximum of 133 fatalities in 2030. For seriously injured, the target was set at a reduction of at least 25 percent. In addition to the national target, there is also a stated target in the EU to reach close to zero fatalities in road traffic by 2050.

This work described the expected outcome of planned countermeasures and suggested an action plan to meet the 2030 targets. The main conclusions were:

•    Planned countermeasures in the infrastructure and future vehicle development are not enough to meet the 2030 targets with certainty. It is important to point out that future vehicle technology has great potential, but the greatest benefit will come after 2030 due to implementation in the vehicle fleet
•    Further countermeasures need to be taken in order to meet the 2030 targets. This work presented a proposal with investments between 2020 and 2030 to meet the 2030 targets while systematically approaching a safe system 2050
•    Even with ambitious plans for road measures, speed compliance is crucial to meet the 2030 targets, especially if it is assumed that vehicle mileage will continue to increase until 2030

This presentation discusses the action plan and how we meet the set targets for 2030.

Local implementation of Vision Zero for road safety – reflections from Sweden and the USA

Vision Zero and similar kinds of safe system approaches are diffusing all over the world and the Swedish road safety philosophy is used as a role model in many contexts. One apparent trend is the introduction of Vision Zero in cities, such as the growing number of Vision Zero cities in the USA. As a contrast, the implementation of Vision Zero in Sweden is mainly associated with national authorities and national policies. 

The focus of this presentation is a recently performed survey of the road safety work and structures in Swedish municipalities. The questions have focused on Vision Zero as a philosophy and as a policy tool, road safety in Agenda 2030, as well as questions mapping road safety as a policy process. The results from the study will be contrasted by a study on the introduction of Vision Zero in New York City. Ann-Catrin Kristianssen is a senior lecturer in Political Science at Örebro University and is currently the coordinator of a network of researchers associated with the research program Vision Zero – from idea to implementation, financed by the Swedish Transport Administration.
