Swedish title: Hastighetsuppföljning i verksamheter –  datadrivet projekt utifrån ett kommunperspektiv 

This project is based on the Swedish Transport Administration’s work on Sustainable Speeds and other studies on how organizations can improve speed compliance, with a focus on speed monitoring. The aim is to develop and implement speed monitoring for trips carried out within municipal operations in Uppsala, generating insights that will be translated into support materials relevant for municipalities.

Municipal conditions for speed monitoring differ somewhat from those of private companies, which have been the focus of previous projects. In this project, systems for speed monitoring are developed in collaboration with participating organizations, focusing on electronic driver logs commonly used in municipal vehicle fleets and companies. These logs are primarily used for financial and tax reporting but can also provide data for monitoring speed compliance. This creates a basis for dialogue on road safety, as well as for supplier reporting and sustainability reporting.

Previous studies show significant potential for further development of these systems. The project explores solutions together with a system provider of electronic driver log systems and examines the conditions for speed monitoring. It also investigates the possibility of designing a system based on “privacy by design” principles in accordance with the General Data Protection Regulation (GDPR), which has not yet been tested and could potentially simplify legal compliance in relation to the Swedish Authority for Privacy Protection.

The project involves dialogue with stakeholders such as the Swedish Transport Administration, the Swedish Work Environment Authority, the Authority for Privacy Protection, the National Agency for Public Procurement, as well as relevant industry, work environment, and labor organizations. It also includes collaboration with Adda, a company owned by the Swedish Association of Local Authorities and Regions (SKR), which supports municipalities in vehicle and business travel issues and provides framework agreements for vehicles and vehicle systems. Concrete support materials for municipalities will be developed.

Traffic safety benefit: The project will contribute to achieving the goals for traffic safety in Sweden by 2030. Previous studies have shown that with a broader implementation on a larger scale of requirements for reporting speed compliance, there is great potential for improved traffic safety.
