New partner project: Data-driven speed monitoring in municipal fleets
A new partner project, building on the Swedish Transport Administration’s work on Sustainable Speeds and related studies, will develop and implement speed monitoring for trips made in municipal operations, with the City of Uppsala as the main case.
The aim is to strengthen speed compliance by introducing practical, data-driven follow-up in municipal fleets, an area where conditions can differ from private companies, which have been the focus of many previous initiatives. Lessons learned in the project will be translated into support material relevant for municipalities.
In practice, the project focuses on electronic driver logs, which are common in municipal fleets and are typically used for financial and tax reporting. The project explores how the same data can be used to follow up speed compliance, create a basis for traffic safety dialogue, and support supplier reporting and sustainability reporting. Previous studies indicate significant development potential in what these systems can provide.
A key element is collaboration with a supplier of electronic driver-log systems to explore feasible solutions for speed monitoring. The project will also examine whether a “privacy by design” approach under the GDPR can be applied, an approach not previously tested in this context and which may ease legal handling in relation to the Swedish Authority for Privacy Protection.
To support implementation and broader uptake, the project includes dialogue with stakeholders such as the Swedish Transport Administration, the Swedish Work Environment Authority, the Swedish Authority for Privacy Protection, the National Agency for Public Procurement, and relevant industry, work environment and employee organisations. Dialogue will also be held with Adda, which supports municipalities on vehicle and business travel matters and provides framework agreements for vehicles and vehicle systems.
The expected traffic safety benefit is clear: the project will contribute to Sweden’s 2030 road safety targets. Earlier studies show that broader, large-scale implementation of requirements to report speed compliance has strong potential to improve traffic safety.
