Legal and technical availability of accident data in Swedish Road Accident database (STRADA)

STRADA (Swedish Traffic Accident Data Acquisition) combines data from hospitals, police, vehicle and license registries to provide a basis for traffic safety research in the Swedish context. A new version of STRADA is developed, with main changes in data availability being that of added reporting of recreational boat accidents, internal storage of road link / node data from the national road database, and easier extraction of some variables. The database itself is a regular relational database with a pretty simple structure. For each accident there are one or several reports, which in turn may consist of data regarding one or several driver / passenger, or vehicle, and so on.
Usage and delivery of data from STRADA is currently subject to the same condition that applies for all statistical registers concerning pseudonymized personal information. A proposal for a separate legislation for handling of STRADA data is on the table, and is awaiting voting in the Swedish Parliament, likely planned in 2021. Whether the law passes will alter the condition of data delivery or use in some regards, but mostly the law clarifies conditions that we already abide. There are mainly three types of data delivery formats, Direct access through a web portal, for select public agencies and public research bodies such as universities; single use data delivery for research purposes, most often requiring an ethical approval of the research by the EPM; and anonymized / aggregated data delivery, currently we mostly use K-privacy or similar, but if algorithms and motivation are provided we will consider other valid approaches.
A brief presentation of the accident database with fatal accidents

For more than twenty years, the Swedish Transport Administration has been collecting facts concerning fatal accidents in road traffic. This short presentation provides an insight into what is collected and what can be taken part of.
SAFER’s pre-study to develop an even more detailed national in-depth database for traffic accidents

In May 2020 SAFER started a pilot study to investigate how data can be used to develop a national in-depth database for traffic accidents. To accelerate the development of a safer transport system, researchers, authorities and vehicle manufacturers need access to detailed information on traffic accidents. In this Pilot-study, the project will use existing Swedish data base; the STRADA database and Fatal Accident databases,. The Pilot will add more variables and reconstructions, for accidents involving fatal and seriously injured people. The plan is that the in-depth studies will cover not only fatal accidents but also serious injuries (AIS2 +). This will create opportunities for better follow-up of the traffic safety situation in Sweden. The data format developed will be designed to be able to make comparisons with existing European and global accident databases. John-Fredrik will present the progress of the project and work ahead.
IGLAD (Initiative For The Global Harmonisation Of Accident Data) – a brief introduction

IGLAD was initiated in 2010 by European car manufacturers and is an initiative for harmonisation of global in-depth traffic accident data to improve road and vehicle safety. A database containing accident data according to a standardised data scheme that enables comparison between datasets from different countries is every year extended with around 900-1000 cases. In 2020, a fourth phase of IGLAD started. John-Fredrik will give you a main overview of the database and possibilities to search for information.
